Abstract

A deeply flawed economic environment (economies based on low value-added activities, leading to stagnation in productivity gains and job creation), a mixed economic performance (erroneous economic policies: financial sector hampered by governance failures, regulatory measures that restrict competition and industrial and agricultural policies that distort and aggravate regional disparities) all contribute directly to the economic impasse are found in most countries of the Arab revolutions. After the fall of dictatorial regimes, the problem is how these countries can switch supports a generalized system to a poor targeting system, given the class structure of his country (the importance of class size medium and low), and the challenge will face his last in the formulation of public spending policies to meet citizens' aspirations in terms of efficiency of public spending and social equity
