This article proposes to investigate the areas of contestation and negotiation in the process of the implementation of the plan adopted by the General Committee of Public Instruction in 1840's to attach vernacular classes to the English departments and seminaries under its control in the North Western and Central Provinces. This scheme was launched when English seminaries failed to attain any considerable success. Under this new scheme the principle English texts were translated in the vernacular languages of India. In the Central and North Western Provinces Hindi and Urdu were chosen for translation from English.
