This paper examined "20 Year National Vision" as Iran's general policies and the 5th 5-year Development Plan were approved by Iran's Expediency Council in 2002. This document covers the future outlook of the Islamic Republic of Iran in the horizon of the next two decades, and it is a reliable source of evidence. Study also has political discourse analysis of Iranian authorities' perspectives on the phenomenon with different political orientations during Pre and Post of Islamic Revolution (1975-2018), contributes to outflow of Iranian social capital.
